WEST CHILTINGTON PARISH COUNCIL

 

A meeting of the Planning Committee of West Chiltington Parish Council was held at 7.30 pm on Tuesday 2nd January 2007 in the Parish Office at the Reading Room, Church Street, West Chiltington.

 

Present: Harvie Steele, Dennis Tyler, Michael Jackson, Neil Longson, Pietro di Marino, Paul Royce, Jonathan Trees and Estelle Warriner.

 

Also in Attendance: Tony Thomas (Clerk) and nine members of the public.  

 

The Chairman opened the meeting and welcomed everyone.

 

1. APOLOGIES FOR ABSENCE

2. MINUTES OF PREVIOUS MEETING

 

It was proposed by Neil Longson and seconded by Dennis Tyler and agreed by all members to duly approve the minutes of the Planning Committee meeting held on 5th December 2006 and the Chairman was authorised to sign the minutes as a true record of the meeting.

 

3. MATTERS ARISING

 

The Clerk reported on the following:

 

(i)                 Tennis Club Track –Edburton Contractors have Quoted for the track surfacing and the  

Tennis Club have offered to contribute 50% towards the cost of resurfacing the car park, and request s106 funding is sought for remainder.

 

Asdug Recycling and E P Clarke are also to quote for the work.

 

(ii)               Museum Refurbishment – Emerald Construction have submitted a price by e-mail for the refurbishment, including a substantial sum for the cost of water and sewer connection. Dibble & Jones have also been sent tender documents and are expected to quote.

 

 

(iii)             Highways Superintendent- Shirley Stone has retired and a replacement is unlikely to be in post until end of March.

 

 

(iv)             Diversion of Public Footpath No. 2413 – WSCC have become aware that a second path which has been unavailable for many years is within the same land ownership as No. 2410 which it has agreed to divert and request this additional path be agreed for diversion.

 

 

 

4. CURRENT APPLICATIONS FOR COMMENT

 

 

DC/06/2789 – Wealden Grain & Fodder Re. Willets Farm, Broadford Bridge Road

Demolish existing buildings and erect 8 units for B8 (Storage & Distribution) and 1 unit for B1 (Light Industrial) usage.

 

The Chairman adjourned the meeting to allow members of the public to address the meeting.

 

David Carpenter addressed the meeting and made the following points. The current proposal for the reduced number of units overcomes the increased traffic generation which was the reason for the refusal of the previous application but he was concerned that the traffic generated by any future proposal to increase the number of units on the site should be judged against the current traffic data and not after this development has taken place to stop piecemeal development. That WSCC Highways should take account of current accident statistics at the junction of Broadford Bridge and Harbolets Road and not two year old data. That the applicant be asked to provide an updated Bat Survey as the current one was 18 months old. Apart from the standard conditions regarding days and hours of work he asked that future expansion of the site be restricted on traffic grounds, that the pending appeals be withdrawn and that the CCTV monitoring system be properly used to restrict traffic to the south. Other residents asked whether the weighbridge was included in the removal of the buildings from the site and that any signage should be in keeping with the rural outlook of the area.

 

The Chairman thanked the public for attending and expressing their views and reconvened the meeting.

 

Parish Council: The meeting was attended by 9 residents from nearby properties who with the parish council are pleased at the reduced scale of the proposed development, however if the application is approved would like the following conditions to be attached:

1)      That a legal agreement be entered into restricting any future expansion on the site due to the likely increase in traffic.

2)      The weighbridge to be removed along with the buildings before commencement of building work.

3)       That all appeals currently outstanding be withdrawn.

4)      That should the industrial estate prove to be economically unviable it should be returned to agricultural use.

5)      That careful consideration is given to the signage at the site to protect the visual rural appearance of the area.

6)      That full details of who is responsible for monitoring the CCTV system restricting access to/from the site to the south to be included.

7)      That standard conditions regulating hours and days of work be listed to safeguard the rights of nearby residents to be able to enjoy their properties.

DC/06/2867 - Mr A Robertson, Enderby Thatch, Common Hill

Erection of 1 detached dwelling in garden of Enderby Thatch

 

Parish Council: The reduced footprint of the proposed building sits better on the plot but note that the ridge height is 1 metre higher than the previous proposal making the roof bulky and we would like the height lowered.

DC/06/2889 - Roger Chetwyn, Gorselands, Common Hill    

Fell 1 Leylandii tree

 

Parish Council: No objection.

 

 

DC/06/2902 - Brookworth Developments Ltd, Bracklyn, Harborough Hill

Replacement of Bracklyn and erection of 6 new detached dwellings (Outline)

 

Parish Council: Objects to the plans as the replacement of Bracklyn has failed to increase the area available for the other plots, and that plots 2 and 3 facing Harborough Hill appear particularly cramped.

 

 

DC/06/2947 - Ms J Hill, Inglewood, Haglands Lane 

Erection of 1 detached 2 bed dwelling (Land at Inglewood and Carey)

 

Parish Council: Objects to the increase in the size of the roof, over the currently approved plan under DC/05/2412, to provide accommodation in the roof space. The increased bulk of the roof with the dormer windows would make the dwelling unduly prominent in the street scene.

 

 

 

DC/06/2974 - Mr and Mrs J Jennings, Conifers, The Common

2-Storey side and rear extensions

 

Parish Council: Objects to the encroachment into the front garden by the two storey extension which would be unduly prominent in the street scene.

Parish Council: Although some of the concerns of the Planning Inspector have been met the members still consider the application to be over development of the site to the detriment of the semi-rural character of the area.

DC/06/2151 - Roundabout Hotel Ltd, Roundabout Hotel, Monkmead Lane               

Erection of hotel managers dwelling

 

Parish Council: No Objection but would like conditions attached to retain the trees and screening to the northern boundary facing Abbotswood to protect the owners privacy, and to tie the property to the hotel.

 

District Council decision: Refused due to the small plot size, effect on the privacy of occupiers of Abbotswood and insufficient natural light unless trees and shrubs cut down, which would result in the dwelling being unduly prominent on the street scene and exacerbate the overlooking of Abbotswood.

(3). Appeals Submitted:

 

DC/04/2650 - Willets Farm, Broadford Bridge Road

 

An appeal was lodged on 8th November against the refusal of planning permission for 21 Industrial units for B1 (Business) and B8 (Storage & Distribution) on the site, and has been linked with the Enforcement Notice issued by HDC against the unauthorised development on the site.

 

Description of unauthorised development:  Without planning permission, the change of use of the land from use for agriculture to a mixed use for agriculture and B1 (Light Industrial), B2 (General Industrial) and B8 (Storage /Distribution) uses and for the stationing on the land of a mobile home for residential purposes.

 

The appeal will be heard by way of a Public Enquiry at a date to be arranged.

 

 

 

DC/06/0986 - The Classic Home Company, Land East Of Conifers, The Common          

Erection of single garage

 

Parish Council: Objection to further development of the site, provision has already been made for the parking of vehicles, which it considers is sufficient.

 

District Council decision: Refused, the proposal by reason of its size and siting would result in an intrusive feature detrimental to the visual amenities of the street scene and locality.

 

Appeal lodged 11th August 2006: decision awaited.

 

 

 

DC/06/1139 - The Classic Home Company, Palings, Harborough Hill

Erection of one detached dwelling, garage and access (garden of Palings)

 

Parish Council: The reversal of the layout and the angle of the siting on the plot does not alter the fact that this is cramped over development of this narrow plot. The reasons for refusal of previous applications have not been addressed.

 

District Council Decision: Refused

DC/06/1313 - Mr and Mrs Darlington, Land North Of Longmead and Inglewood and Careys, Haglands Lane 

Erection of 3 dwellings

 

Parish Council: Objection on the grounds that the development will be unduly prominent, particularly in the front of Longmead, and therefore harmful to the street scene and detract from the semi rural character of the area.

 

District Council Decision: Refused

 

Appeal lodged 14th November 2006, decision awaited.

 

DC/06/1636 - Mr and Mrs Johnson, Woodlands Cottage, Spinney Lane, West Chiltington

2 storey and single storey extensions.

 

Parish Council: No Objection, but would like condition regarding the matching of materials to the existing house.            

District Council Decision: Refused

 

Appeal lodged 20th November 2006, decision awaited.

 

 

 

6. CORRESPONDENCE

 

(i)                 HALC & SALC – Are holding a seminar on the government White paper: Strong & Prosperous Communities on the 23rd January 2007 in the Billingshurst Village Hall at 7.00 pm for 7.30 pm, details are available from the Clerk.

 

 

(ii)               HDC – Heathland restoration work is to be carried out in Monkmead Woods in the near future.

 

 

(iii)             CLC Meeting on the 23rd January 2007 at Ashington First School at 7.00 pm, details are available from the Clerk

 

 

 

7. ANY OTHER BUSINESS

 

Jonathan Trees presented a letter from a householder in Mill Road reporting an accident which took place on Boxing Day evening at the junction Mill Road, The Hollows and Stream Lane in which a BMW hit the wall on one side of the road and spun round coming to rest against the cottage on the opposite side. The resident was concerned at the speed of motorists coming down The Hollows and requested the Parish Council should investigate speed reducing measures. The Clerk would discuss the incident with the police and contact WSCC to see whether the flood water crossing the road at this point was a contributory factor in the accident.

 

 

 

 

There being no other business the Chairman thank everyone for attending and closed the meeting at 9.20 pm.
