WEST CHILTINGTON PARISH COUNCIL
A meeting of the Planning Committee of West Chiltington Parish Council was held at 7.30 pm on Thursday 8th June 2006 in the Parish Office at the Reading Room, Church Street, West Chiltington.
Present: Harvie Steele, Dennis Tyler, Michael Jackson, Jonathan Trees and Paul Royce.
Also in Attendance: Tony Thomas (Clerk)
The Chairman opened the meeting and welcomed everyone.
1. APOLOGIES FOR ABSENCE
Neil Longson (Holiday), Celia Rayner (Holiday), Estelle Warriner (Other Commitment), Pietro di Marino (Business Commitment) and Roger Watts (Other Commitment).
2. MINUTES OF PREVIOUS MEETING
It was agreed by all members to duly approve the minutes of the Planning Committee meeting held on 2nd May 2006 and the Chairman signed the minutes as a true record of the meeting.
3. MATTERS ARISING
i) Planning Obligations Seminar: 14th June 06 – number attending required by Friday 9th June, members asked to inform the Clerk.
ii) Village House, Church Street – It had been reported that the occupants have blocked doorway onto The Hollows, but enquiries to HDC planning enforcement say no breach of planning law has occurred but maybe building control problem regarding access, but they do not intend to bring up the matter.

Parish Council: The reversal of the layout and the angle of the siting on the plot do not alter the fact that this is cramped over development of this narrow plot. The reasons for refusal of previous applications have not been addressed.

Removal of fan stage (Listed Building Consent)
Parish Council: The members do not accept that the removal of the fan stage will not alter the appearance of the building and that the repair may prove to be uneconomic. An owner of a listed building must accept the responsibility of keeping it in a good state of repair to maintain its appearance.

Parish Council: Objection to the proposal on the grounds that this is further encroachment onto agricultural land to provide a visual amenity to the occupier, also concerned about where the water supply is to come from as it is unlikely that it will fill from ditches.

Parish Council: We feel the development is still cramped, particularly plots 1 & 2. We also note that drawings 608/1 and 608/2 show plot 1 as having its own access onto Harborough Hill.

Our comments reflect those of the two Inspectors of appeals against the refusal of applications WC/87/03 and DC/04/1623, namely the effect of the proposed development on the character and appearance of the area, on the living conditions of the occupiers of the proposed house and of neighbouring properties in respect of outlook and privacy cannot be overcome. We consider the District Council should use its available powers to block future applications on the site for similar development.

APPEALS SUBMITTED:
DC/05/0950 - Longdene Developments, agricultural building north of Old House Farm, Old House Lane - conversion of existing building to form 1 dwelling
Parish Council – Objections. The site lies in open, unspoilt countryside. The existing building consists largely of corrugated asbestos sheeting. It is of no historical importance or architectural merit. If no longer required for agriculture it should be dismantled and removed from the site.
District Council Decision – REFUSED – unsuitable for conversion, contrary to local planning policies, outside built up area.

DC/05/1701 & DC/05/2725 - Millwood Designer Homes, Panners West Chiltington Road - Demolition of existing dwelling and erection of 3 dwellings garages and access.
Parish Council – No objection. Approved by a majority vote 4:3.
District Council Decision: REFUSED – The development by virtue of its scale, design and siting would adversely affect the character of the area. No overriding need at present to release further land for development, particularly where the development fails to make the most efficient use of the land and where the proposal is not of a high standard of design and layout. The development makes no contribution towards improvements to transport infrastructure and community facilities.

DC/05/2636 - A Fletcher, Ragmans Castle, Common Hill, West Chiltington
Erection of 2 x 2 storey dwellings and double garages and access (Outline)
Parish Council: Objection – As per the appeal decision on DC/04/1495, the plots are narrow in relation to others in the surrounding area and we recommend this application for refusal as cramped over-development. We are also concerned at the plan to transplant the existing rhododendron screen nearer the road, which if not successful and the shrubs die, could leave the whole plot visible from the road, altering the character of the area.
District Council Decision – REFUSED – The proposal is unacceptable in that it does not relate sympathetically in design, form and scale to the existing built and natural environment of the locality and would be harmful to the character of the area. The proposed development makes no provision for contribution towards improvements to transport and community facilities.

DC/05/2802 - Brookworth Developments, Bracklyn, Harborough Hill, West Chiltington
Erection of 9 dwellings and access (Outline)
Parish Council: Objection – Cramped over-development of the site and the number of accesses to the road should be restricted on safety grounds as very near a bend. The density of the development should be no more than 7 dph, similar to the development at Wychacre.
District Council: Refused – The proposed development by reason of its scale, siting, design and necessary felling of trees is out of keeping with the character of the area. No provision has been made for contributions towards community facilities or transport. The proposed access drives to plots 1 & 2 would not provide adequate visibility splays in a westward direction to the detriment of highway safety.

6. CORRESPONDENCE
i) Best Awards – West Chiltington was short-listed under the Best Place category, in an event celebrating the best in the district organised by the County Times supported by Horsham District Council, and the Chairman accepted a certificate at an awards ceremony on the 10th May 2006.
ii) Surrey & Sussex NHS – Creating an NHS Fit for the Future: Discussion Document available from the Clerk.
iii) HDC, Annual Public Health Report 2005, copy available from the Clerk.
iv) SEERA – South East Plan: Includes proposals to allow London to transfer 2.6 million tonnes over the next 20 years of rubbish to landfill in West Sussex. Consultation ends 23rd June but as no sites are identified within the parish we would not comment.
v) HDC, Local Government Reorganisation: copy of letter sent to David Milliband MP outlining steps already taken by HDC. Copy available from the Clerk.
vi) HDC, Issues & Options: Statement of Community Involvement May 2006 – Copy available from the Clerk, consultation period ends Friday 7th July.
vii) B2133 Adversane Lane: Resurfacing and raising the outside of the bend starts Monday 12th June from east of Marringdean Road at the entrance to Highfure Farm for a period of 4 weeks, from the 19th June for 5 days the road will be closed at the spot and traffic diverted via Billingshurst, A272 to Coolham, B2139 back to the B2133.
7. ANY OTHER BUSINESS
i) Paul Royce raised the following:
a) Whether the Parish Council would have a stall at the Fete & Flower Show and it was agreed that members would attend at some time during the afternoon and photographs of members would be displayed as last year. Jonathan was asked to provide the photographs of all the members.
b). Control of car parking in the recreation ground car park as today a coach outing took up most of the spaces causing problems for other users. The Clerk said he was informed by some organisations wishing to use the car park but was not on this occasion but would investigate to avoid problems in the future.
ii). Harvie Steele said that he thought the sports club rents should be reviewed in the near future to take account of current use and membership and the costs of running the pavilion, particularly as the croquet club are at the moment paying the highest rent with the smallest membership. The Clerk was asked to prepare figures for consideration at a future meeting.
iii) Dennis Tyler asked when the pavement work in Holly and Curbey Close was due to take place as the residents were notified some time ago that the work was scheduled but nothing has started. The Clerk would make enquiries of County Highways to find out the date for commencement of work.
iv). Jonathan Trees asked whether the sale signs erected by Charles James Homes at their developments on Harborough Hill and Common Hill required planning approval? The Clerk would make enquiries with HDC Planning Department.
v). Michael Jackson raised the following points:
a). He thought the parish council should proceed with the planning application for the museum refurbishment and toilet extension and the Clerk agreed to inform HDC Planning Department to proceed with consideration of the application.
b). If the application was unsuccessful then the parish council should proceed with the refurbishment of the museum, the members agreed and asked the Clerk to instruct the architects to separate the costs from the tender documents should we wish to proceed with the museum work.
There being no other business the Chairman thank everyone for attending and closed the meeting at 9.35 pm.
