WEST CHILTINGTON PARISH COUNCIL
A meeting of the Planning Committee of West Chiltington Parish Council was held at 7.30pm on Tuesday 7th February 2006 in the Parish Office at the Reading Room, Church Street, West Chiltington.
Present: Harvie Steele, Neil Longson, Michael Jackson, Estelle Warriner, Celia Rayner, Pietro di Marino, Jonathan Trees, Dennis Tyler and Roger Watts.
Also in Attendance: Tony Thomas (Clerk) and I member of the public.
The Chairman opened the meeting and welcomed everyone.

2. MINUTES OF PREVIOUS MEETING
The members duly approved the minutes of the Planning Committee meeting held on 3rd January 2006 and the Chairman signed the minutes as a true record of the meeting.
3. MATTERS ARISING
i) MUSEUM
The Clerk reported that applications for Planning Permission and Building Regulations approval have been submitted to Horsham District Council by Morfield Everest.
ii). WILLETS FARM
The Clerk reported that the report from County Highways had just been received and that they had recommended refusal of the application due to the increased traffic generated by the proposed development resulting in increased vehicle turning movements at the Broadford Bridge Road / Harbolets Road junction which is substandard in respect of visibility in a southerly direction and radius on its southern side would result in increased risk to road safety to the detriment of road users.
The application is expected to come before the HDC Planning Committee on 21st February 2006.
The appeal against the enforcement notice has been scheduled for a Public Enquiry on the 27th June 2006.
iii) PARISH NEWSLETTER
Following discussion at previous meetings the Clerk has had a meeting with Rod Goldsmith who arranges the advertising for the newsletter, which is printed by Wests Printers in Steyning at no cost to the Parish Council, apart from providing the address labels. Distributed quarterly to every address in the parish by post, containing news and articles not only from the Parish Council but from any other group or society in the Parish It was approved for the Clerk to proceed with the newsletter, commencing end of March.
iv) Local Development Framework to 2018: Alternative Sites and Boundary changes.
A copy of the report has been received in which a number of additional sites have been put forward by developers etc. in West Chiltington;
a) Behind Gentle Harrys/ Rear of Finches Lane 20 residential units on 0.9 hectares
b) Three small sites in Nutbourne in Stream Lane and The Street.
The members asked the Clerk to write to the residents on the northern side of Finches Lane and the western side of Mill Road near the site to inform them that the proposals would now be considered by the Planning Inspectorate but Horsham District Council thought it unlikely that the sites would be accepted. However the Parish Council would monitor the proposals and keep residents informed of developments.

Parish Council: Objection Cramped over-development of the site and the number of accesses to the road should be restricted on safety grounds as very near a bend. The density of the development should be no more than 7 dph, similar to the development at Wychacre.
District Council: Refused The proposed development by reason of its scale, siting, design and necessary felling of trees is out of keeping with the character of the area. No provision has been made for contributions towards community facilities or transport. The proposed access drives to plots 1 & 2 would not provide adequate visibility splays in a westward direction to the detriment of highway safety.

Replacement of mobile home with dwelling and garage for assistant farm manager
Parish Council: Objection The mobile home has only recently been approved, and the approval runs until June 2008. The Parish Council would like to see the mobile home used until the over-riding need has been established for accommodation on site nearer the expiry of the approval. Any future building should have an agricultural tie to the land and be for an agricultural worker on the farm.
District Council: Permitted The financial viability of the business has been proved and the provision of proper accommodation is agreed as necessary. There is an agricultural tie on the occupation of the building. No future development to take place without approval. The mobile home to be removed from the site within 2 months of the occupation of the building.

District Council: Permitted Development to be completed by 31st December 2006. A landscaping plan to be agreed and hours of working to be restricted to 8.00 to 18.00 Monday to Friday and 8.00 to 1.00 on Saturday, no work on Sundays or Bank Holidays. Other provisions to cover storage of oils, fuels and chemicals, surface water drainage, foul water drainage, control of noise, storage of animal waste products, storage and transportation of bedding and lairage waste and a restriction on the number of units killed per week.

- Longdene Developments, agricultural building north of Old House Farm, Old House Lane - conversion of existing building to form 1 dwellingParish Council objections. The site lies in open, unspoilt countryside. The existing building consists largely of corrugated asbestos sheeting. It is of no historical importance or architectural merit. If no longer required for agriculture it should be dismantled and removed from the site.
District Council decision REFUSED unsuitable for conversion, contrary to local planning policies, outside built up area.
Appeal Lodged 6th October: decision awaited
6. CORRESPONDENCE
i) Visit by HDC Leader & Chief Executive; they would like to visit parish Councils in the next few months.
The members welcomed a meeting and the Clerk was asked to provide them with a list of meeting dates for arrangements to be made.
ii) The LDF Annual Monitoring Report 1st April 04 to 31st March 05 is available to study.
iii) West Sussex Design Commission consultation on the design principles to be used in West Sussex views of Parish Councils sought, the Clerk has details.
iv) Plant Containers HDC had a number of containers available for free and we have had 15 delivered to the recreation ground at a cost of £35. To be used around the village hall, pavilion and tractor shed.
The Clerk was asked to contact the Horticultural Society to see if they would undertake the task of planting up the containers and maintenance etc., the Parish Council to cover the cost of materials.
v) WSCC Bus Shelter Grants Scheme will provide 50% of cost to approved schemes.
Members thought no need at present.
vi) Nick Herbert MP arranging non-political meetings around the district for interested parties to raise whatever issues concern them. The Clerk has details of meetings.
vii) WSCC Highways and Transport Works Programme 2006/7 and Onwards some works specified for West Chiltington. Details available from the Clerk.
viii) Parish Action Plan A number of adjacent parishes have or are in the process of drawing up plans for the next five years, incorporating the requirements of the parishioners. HDC have a liaison officer to get the ball rolling, a committee of interested parties plus 1 or 2 councillors to be set up. The members did not consider the exercise worthwhile, but the Parish Newsletter and Annual Parish Meeting could be used to obtain parishioners views.
ix) Fire Service Draft Year 3 Action plan 2006/7, is available for comment from the Clerk.
x) HDC Woodland works in Monkmead Woods Woodland management work to be carried out week commencing 13th February 2006.
xi) Open Spaces Society Claiming public paths after 20 years use information sheet available to read.
xii) Safe Routes to School Scheme Alison Stanley together with Shirley Stone WSCC visited the school and investigated the footpaths from Haglands Lane and the Juggs to school with a view to improving the routes to enable parents and children to use them as an alternative to cars. There is approx £12K available to fund a scheme in West Chiltington.
xiii) Community Strategy Parish Councils are asked to officially endorse the document, a number of copies are available for members to read and comment on at the next meeting.
xiv) Budget for Policing 2006/7 a meeting to be held on 16th February to fix the budget, views welcome.
xv) Police Issues
Funding of PCSOs - Letter from Hazel Blears MP in response to HDC Leaders letter.
Crime Statistics Horsham District - copy available from the Clerk.
Consultation regarding Designated Drinking Zones in Arun comments sought.
Community Safety Workshops to be held 28th February, 7th March and 9th March details available from the Clerk.
xvi) Requests for Grants
a) The Cuthman Centre, Steyning members thought it unlikely any West Chiltington young people were involved and therefore were not able to support the project.
b) Saturday Venture Association, Chichester members were not aware of any West Chiltington involvement and were therefore unable to support the project.
7. ANY OTHER BUSINESS
Dennis Tyler
a) Raised the issue of fencing at the new development of Harborough, Harborough Hill, would the original style be replaced? Michael Jackson said he was sure a fencing scheme would have had to been approved as part of the planning permission.
b) Responder Scheme - A meeting has been arranged for Tuesday 21st February 2006 at 7.00 in the Village Hall, all are welcome.
Jonathan Trees - has rescued one of the wooden benches in the recreation ground from the stream and it had been put into the tractor shed for safety until it can be repaired and put back in use.
Michael Jackson asked for an update on the Toddlers Playground in Church Meadow The Clerk spoke, on the 18th January, to the solicitors acting for the Parochial Church Council who are being held up by the lack of a title deed to the land but were seeking a Statutory Declaration from the church authorities. The Clerk had asked them to speed up the process, as the Parish Council would like to commence work as soon as possible.
Training The Clerk said he would like to study for the "Working with your Council" course, organised by SLCC, at cost of £195. A study group of other clerks is to be formed and to be mentored by Southwater and Storrington Clerks. Study to be in his own time over an expected six months. The members, led by Michael Jackson, gave their approval for the expenditure.
There being no other business the Chairman thank everyone for attending and closed the meeting at 9.40 pm.
